The 3G revolution is pushing into Latin America and the Caribbean, which is a unique wireless region for several reasons. The area has a relatively low ARPU of approximately US$15, with voice as the predominant revenue source. Prepaid makes up about 80 percent of the market, and there is a high wireless penetration rate, expected to reach nearly 70 percent by the end of 2008. These factors, plus the high investment costs required for both wireless infrastructure and devices, make it necessary for operators to build economies of scale for a profitable business.
