Cloud computing is a revolution in the way it offers computational capability. The information technology organizations do not need to oversize the infrastructure anymore, potentially reducing the cost of deploying a service. The two main objective of this paper is to study a cloud deployment model which involves user, broker, federated catalog system and to decrease the cost of deploying a service using a scheduling model. Many research works are going on to obtain the best out of the cloud. In this paper, the authors propose a system which analyzes the cost by a scheduling model for optimizing virtual cluster placements across available cloud offers.
