Given sufficient Channel State Information (CSI), Orthogonal Frequency Division Multiple Access (OFDMA) enables a system to exploit both frequency and multiuser diversity. Here, the authors consider the downlink of a single OFDMA cell in which the Base Station Transmitter (BST) can use the available CSI to assign users to sub-channels as well as allocate the available transmission power across these channels. With full CSI, this type of resource allocation problem has been well studied (e.g. see,). However, the associated feedback needed to provide full CSI can become excessive if there are many sub-channels or users.
