The primary challenge with providing desktops for employees is often centered around the limited budget for the hardware and software, the technical staff to maintain them and the fact that the desktops are physically located in offices around the state or county. The limited hardware and software budget results in many employees using older desktop PCs and operating systems that haven't been updated as often as necessary. The limited human technical resources means that the technical group (often one person) is usually in the "Fire fighting" mode and just trying to keep up with break/fix tasks and not able to spend adequate time with the users or with planning/growth tasks for other valuable computing services.
