As Grid and Virtual Machine technology matures, the data center infrastructure is turning green and more efficient. The Energy-Proportional Cloud is seeking to dramatically raise the energy efficiency. In this paper, it is proposed the use of Computing Usage Effectiveness (CUE) as the metrics, not Power Usage Effectiveness (PUE), which enable datacenter operators quickly estimate the energy efficiency of their Computations. First, this paper establishes a general Green Cloud Computing framework for estimating the energy consumption of the Cloud to minimize energy consumption. Second, it is also proposed a new VM model based on Differential Games theory, which is used to determine how Energy-Efficiency Cloud consumes energy efficiently.
