In this paper, the authors propose a distributed rate allocation algorithm that minimizes the average decoding delay in inter-session network coding systems. They consider a scenario where network nodes, or peers, are organized in a mesh network, with every peer interested in the content of one of the several available sources. Their novel algorithm allows peers to determine the coding operations and the packet rates to be requested from the parent peers. A rate allocation problem is solved by every peer, which seeks the rates that minimize the average decoding delay for its children and for itself.
