Executive Summary

Cognitive radio is a paradigm for wireless communication in which either a network or a wireless node changes its transmission or reception parameters to communicate effectively avoiding interference with licensed or unlicensed users. Cognitive radio techniques provide the capability to use or share the spectrum in an opportunistic manner. In this paper, the authors have defined a priority assignment technique (CR+) so that spectrum can be used effectively and dynamically and there would be much heavily reduction in the forced termination of a handoff request.
