Executive Summary

Over the last few years, there has been increasing awareness of the risk of cyber attacks against the infrastructure that enables the delivery of essential services, including electricity, oil, gas, water, and transportation. Government regulations and industry initiatives have been drafted to define the IT security controls required to protect specific utility sectors. In 2008, the Federal Energy Regulatory Commission (FERC) approved Critical Infrastructure Protection (CIP) reliability standards developed by the North American Electric Reliability Corporation (NERC). These will be enforced by NERC to improve the overall security of the systems that make up the U.S. energy grid.
