Executive Summary

One area where open source and proprietary software differ substantially is in their development, release and usage lifecycles. This results from differences between the two types of software in development procedures and licensing. Before making any Open Source Software (OSS) acquisitions, Department of Defense agencies should understand how OSS products reach functional maturity for production quality deployment. Sun has spent millions of dollars open sourcing the commercial software stacks.
