Executive Summary

In science and engineering, words may be re-assigned technical meanings that are more specific than their meanings in ordinary usage. Examples include "Reliability" and "Dependability". This practice is useful for more precise reasoning about complex problems involving subtle differences between concepts; but new specialised words are also sometimes adopted for the purpose of calling attention to problems or viewpoints that are seen as being neglected by prevailing attitudes. The two phenomena interact and may create difficulties in identifying the concepts of interest for research and practice.
