In this paper, a novel system, which adapts a bandwidth by dynamic extracting the excess bandwidth not only from one cell but also from other cells in the cellular wireless networks, is presented. The proposed system manages the multimedia sessions to redistribute the new QoS parameters values in case of notable changes or network starvation. The performance analysis shows that the proposed system impacts the old trials and decreases the drop probability of new and handoff calls in multi-cell wireless networks.
