Executive Summary

The certification process is critical to ensuring that government customers get the equipment they need and that the equipment performs as advertised, and that it is compatible with existing infrastructure. The missing component is that the customers need to know that the certification process does not limit the other part of the equation, which is being able to deploy the equipment they need when they need it, without unnecessary delays created by an archaic process.
