Executive Summary

On March 23, 2010, President Obama signed into law the Patient Protection and Affordable Care Act (PPACA), the Senate version of health reform legislation. This bill passed the House along with the Health Care and Education Affordability Reconciliation Act of 2010, which is now pending in the Senate, where a floor vote is anticipated soon. This reconciliation bill would make a number of significant changes to the PPACA. Whatever the legislative fate of the reconciliation bill, however, the PPACA is now law. And these reforms will have sweeping implications for States.
