Too often when we try to convince someone of something, we just throw a bunch of facts at them. This doesn't work, because people are not computers. You can't load them up with facts and expect them to draw the same conclusions you have. Try to connect with people emotionally, as well. Try to show people how what you are talking about is important to them. If you are trying to persuade someone of something important, don't try to do it all at once. Convincing people takes time. You need to present your arguments, listen to responses, do more research, meet again, listen again, and so on. Trying to do everything in one meeting or memo rarely works.
