SOA delivers obvious and indisputable benefits to organizations, deciding upon an approach can be tedious and controversial for IT and line-of-business managers. Some SOA gurus suggest using a "Bottoms-up" approach to building up a core set of services that are common across the business environment. However, based on experiences, the authors have found it easiest for organizations implementing BPM initiatives to build their SOA framework using a "Top-down" approach. With a "Top-down" approach, a 20,000-foot view of the organization is used to identify key services, as processes are defined and automated. Since higher-level management and business users are usually involved in enterprise-wide BPM initiatives, the services identified can be pushed to every level of the organization for adoption.
