Executive Summary

Leadership is the topic of the papers in this issue of The Innovation Journal. The problems that one face are Wicked; they are complex and defy simple formulations and easy solutions. We need dynamic leadership and both transactional and transformative leadership from the managers and leaders at all levels of organizations. Successful implementation is as critical as effective policy and program development. Five core leadership competency areas are described in The Leadership and Management Skill Set: personal skills and knowledge, interpersonal (people) skills, transactional (execution, management) skills, transformational skills, and policy and program knowledge. Public leadership and competent leaders will be keys to success in the millennium.
