Executive Summary

This paper studies possible Service Level Agreement (SLA) objectives corresponding network service availability in packet switched networks, focusing on IP networks. Service availability is looked from ISO-OSI reference model layers and cross-layer point of view. Both IETF and ITU-T metrics and definitions are discussed. The paper defines IP network service availability, briefly IP-availability, as a set of metrics and considers the feasibility to measure these metrics. Regarding to a possible SLA, the paper also considers whether it is possible to affect or control a given single domain network in such a way that the performance regarding to an individual metric is improved.
