Historically, innovation in IT has come largely from the public sector and academia. For example, GPS systems, the internet, and even the first commercial database implementations were all developed in the public sector. Today, however, considerable innovation comes from consumer IT. For instance, many already have more bandwidth at home compared to the office, and one all bring the PDAs and tablets to the office and expect the same ease of use and connectivity. Increasingly, employees expect the same ease of use and connectivity.
