As digital technology evolves, the phenomenon of "Media scramble" has emerged, in that the unique areas and boundaries between the broadcasting and communications industries are disappearing. While the influence of traditional media such as newspapers and terrestrial TV weakens gradually, the Internet is drawing attention as a new medium. Based on the Internet, IPTV is emerging as a representative new medium that converges the traditional broadcasting industry and the communications industry, and can make a significant contribution to national industrial development. Since 2005, diversified efforts have been made to promote IPTV service. This paper describes the major policies related to IPTV thus far, their results, and the future plan.
