A central question for the future of applied Public Service Motivation (PSM) research is whether PSM influences leadership behavior and to which extent. To address this question, the authors focus on public sector executives in two German speaking countries with their specific Weberian legalistic Rechtsstaat-tradition, characterized by a quite distinct system of personnel management that is shaped by a complex and detailed civil service law, a marked career-based HR-system and high job security giving only little room for management approaches.
