Cloud computing is becoming a buzz word for both academic discussion and industrial practice. Not only for firms but also for general public service is increasingly relying on cloud computing to transform ICT-based innovation. Given the ICT4D specific context, the research is cornered around leveraging cloud computing utility model to benefit the general development issues. In this paper, I bring the new perspective of industrial innovation and strategy research - disruptive innovation theory into ICT4D discussion.
