In this paper the authors present an ongoing in energy upgrading of the existing residential sector in Worcester, Massachusetts, and contrast it with the emerging Passiv House transition in Austria. Worcester, MA is a mid-size old industrial city burdened with a long legacy of environmental and social problems. The socio-technical experiment draws on national and state policies and funding sources (including the national stimulus package), and engages many local stakeholders, including city government, anti-poverty organizations, grass roots activists and local business and universities.
