Effective information security has become a fundamental requirement in the delivery of any networked based service where confidential information is exchanged. Over the last few years the UK government has facilitated extensive network infrastructure, under the Government Connect (GC) program, that allows information exchange amongst connected government agencies. Local government Authorities (LAs) that connect to this infrastructure must adhere to strict information security controls, as defined by multiple requirement and guidance documents including the Code of Connection (CoCo) for the Government Secure Intranet (GSI) and the Government Connect Secure Extranet (GCSx), Memorandum Number 22, the IT Health Check Requirements, and ISO/IEC 17799.
