Impact evaluation has been a popular method for the assessment of various policy, project or program level interventions. It has a wider application in social science domain where it is a preferred method of evaluation of the changes brought by a particular development intervention. Asian Development Bank defines IE as an assessment of how the intervention being evaluated affects outcomes, whether these effects are intended or unintended. The proper analysis of impact requires a counterfactual of what those outcomes would have been in the absence of the intervention.
