Using a natural language to communicate is an important requirement for any artificial intelligence program. This paper defines the purpose of the communication problem and presents its three sub-problems. The first sub-problem involves learning the grammar of a natural language, English. The second sub-problem is to understand a given instance constructed according to the learned grammar. The third sub-problem is on how to use the learned natural language to express an internal thought. In addition, the authors describe how to represent a subset of the English grammar and present the initial effort in parsing an English sentence. These solutions provide an important first step in achieving intelligent communication between a computer and human.
