Policy-Based Network Management for Generalized Vehicle-to-Internet Connectivity
Spectrum is the scarce and limiting resource for all wide-area wireless communication activities. As user loads on this limited resource continue to grow rapidly, it is necessary for "Providers" to have effective tools, frameworks, and functionalities to manage allocation of this resource to users. In this paper, the authors introduce a policy framework, called Virtuoso that manages heterogeneous spectrum resources for large collections of users aggregated over multiple operators. The goal of Virtuoso is to enable providers to flexibly manage their spectrum resources while ensuring that users have suitable access for their communication needs.
