According to a 2008 Gartner report, 15% of all projects failed because of high cost variance, while 18% were unsuccessful because they were substantially late. Because technology projects involve the management of human resources in order to accomplish the target schedule, cost, and quality, it is reasonable to assume that poor resource management is a leading contributor to failure of technology projects. In this paper the authors present project time management as a foundation for good resource management.
