Innovation in technologies for online service provision has been explosive during the relatively short history of the Internet, and this trend shows no sign of slowing down. As a result there is an enormous amount and variety of resources available online. Currently there is little control over the quality of online resources by users and peer service providers, with the result that many Web sites provide low quality and even deliberately malicious or misleading services with little fear of being sanctioned. Without any practical means of assessing the quality of online resources, users are left in the dark when making decisions about which resources they can safely access, and that best fit their needs.
