With the country experiencing a sluggish economy, it's harder than ever for schools to come up with the necessary resources. Despite dramatic declines in both state and local funding in most districts, there is still the expectation that they will continue to meet the needs of their students. The Center found that many districts have been minimizing their expenditures by deferring maintenance and construction projects, eliminating travel, and by laying off central office staff. They also found that many districts will soon need to begin reducing faculty, eliminating extracurricular activities, and cutting down on professional development.
