This is the synthesis report for a study on Sector Budget Support (SBS) in Practice for the Strategic Partnership with Africa (SPA). Programme-Based Approaches (PBAs) to aid delivery are a central pillar of the drive to improve aid effectiveness. PBAs involve the provision of coordinated development assistance in support of locally owned policies and strategies. General Budget Support (GBS) is used as a modality for supporting poverty reduction strategies at the national level, and has received substantial attention.
