Executive Summary

In this paper, a congestion controller using data-driven switching control theory is proposed to improve the dynamic performance of the satellite TCP/AQM networks. A PID controller, whose parameters are adaptively tuned by switching among members of a given candidate set using observed plant data, is presented and compared with a classical Random Early Detection AQM policy example. A cost-detectable cost function used by the switching law is considered and compared with a cost function more commonly used in the literature. Computational cost savings are considered. Simulations are presented to validate the theory.
