Two days after his re-election, President Bush announced that he intended to spend his political capital on an ambitious domestic agenda, topped by reforms of both Social Security and the federal tax system. Although the framework of his Social Security plan was already well-known, he steered clear of endorsing specific tax reforms, instead anointing a Presidential Advisory Panel to outline alternatives. Although some analysts condemned the President's decision to distance himself from thetax reform deliberations, the idea of a bipartisan expert commission to address a contentious issue like the restructuring of the tax system is not necessarily a bad one.
