Although the framework of his Social Security plan was already well-known, he steered clear of endorsing specific tax reforms, instead anointing a Presidential Advisory Panel to outline alternatives. Although some analysts condemned the President's decision to distance himself from thetax reform deliberations, the idea of a bipartisan expert commission to address a contentious issue like the restructuring of the tax system is not necessarily a bad one.
