The Effectiveness and Safety of Traffic and Non-Traffic Related Messages Presented on Changeable Message Signs (CMS)

This report discusses two experiments investigating Changeable Message Signs (CMS). The objectives of this study were to determine whether or not CMS messages really work, whether or not CMS messages cause traffic slow-downs, the likely impact of CMS messages on traffic flow, and whether or not messages should be presented on CMSs only when necessary.
