To Change Traffic Engineering, Change the Traffic Matrix

Traditional traffic engineering adapts the routing of traffic within the network to maximize performance. The authors propose a new approach to traffic engineering that also adaptively changes where traffic enters and leaves the network. To change the traffic matrix, they leverage recent innovations in virtual-machine migration (in data-center networks) and link migration through router grafting (in ISP backbone networks). They present an optimization framework for traffic engineering with migration and develop algorithms that determine which traffic end-points should migrate, and where.
