This paper shows that half a century of mainstream enterprise IT has not yet produced a consistently efficient delivery mechanism for updating and maintaining production IT systems to the levels expected by other engineering disciplines. Given the central role of Enterprise applications in today's business process innovation however this is now a real constraint on future growth. There are reasons to think this will change. The availability of scalable on-demand IT infrastructure resources via cloud computing has created optimism for a steep change in IT service levels over the next two years. Performance though, not security, as many previously accepted, is the biggest challenge to achieving this leap forward in IT productivity.
