In most projects, Project Managers (PMs) are tasked with helping to deliver according to the business' needs. During traditional Waterfall development processes, this may require a lengthy requirements gathering exercise with frequent horse trading between the business and the technology stakeholders until everyone agrees on the requirements to meet such needs. A PM's involvement in this process might simply be as a mediator. Such an effort might be followed by occasional assistance as part of the Change Control process, but in neither process, do PMs actually control the functional scope.
