Processes of land use change take place at different spatial scales. Also land use planning takes place at different scales, each scale in proportion to its scope. Subsequently, tools to assist planners should represent the system at the appropriate scale. Local authorities typically use more detail in their spatial planning as compared to regional or national institutions. Xplorah is a spatial decision support system for the three major islands of Puerto Rico. It is equipped with a user friendly interface and runs in a few minutes on an average desktop computer. For this system, models from different disciplines and operating at different levels have been integrated in one single tool.
