The technological environment has dramatically changed in the last decade with a new set of technologies available at an individual level: broadband Internet access at home, worldwide mobile phone networks, wireless internet access in public spaces such as airports, railway stations, hotels, universities, and even streets. The pace of mobile phone adoption has been very high in the European Union (42% each year from 1995 to 2003 according to Eurostat). In less than ten years the penetration rate of mobile phones has been over 80% in the European Union. In March 2005, 20% of European households were connected with broadband access.
