On its face, cloud-based data storage does lower the risk of data loss. However, online collaboration - which is often packaged with cloud-based storage, as it is in Google Apps - increases the risk of data loss. That doesn't mean migrating to cloud-based applications isn't worthwhile; you simply need to understand your new risk profile and deal with it appropriately.
