The Financial Memorandum governing the relationship between the Higher Education Funding Council for England and the Board of Governors of the University sets out the financial responsibilities of the Board of Governors. The Board of Governors is, inter alia, responsible for ensuring that funds provided by the Higher Education Funding Council for England are used only in accordance with the Education Reform Act.
