The author focuses the outset this paper as a very useful compilation of relevant international law, bilateral treaties; various General Assembly resolutions, guidelines, etc. (For example, while traveling in South Asia these past two weeks, the author referred to it several times in meetings on various issues.) If no changes are made to the document and it stands as it is, it is still very valuable and the author would suggests that it be published with a good index so that when humanitarians argue (as they do) about who says what about protection, there is an easy resource for finding the answer.
