An effective Continuity of Operations (COOP) program is a federal mandate for all government agencies. Homeland Security Presidential Directive 20 (HSPD-20)/National Security Presidential Directive 51 (NSPD- 51) National Continuity Policy directs all federal agencies to have a viable COOP capability. It likewise establishes that "the United States will have a comprehensive and effective program in place to ensure continuity of essential government functions in the face of all-hazards emergency incidents." As per the Department of Defense Instruction (DoDI) 3020.42, "The DCP (Defense Continuity Program) shall make appropriate use of information technology (IT) solutions within the continuity operating environment to provide information to leaders and other users, facilitate decision making, and issue orders and direction."
