On Pre-Emption and Congestion Control for LTE Systems

A Radio Access Network (RAN) is required to provide services such as file transfer, audio/video streaming, gaming, and Voice over IP (VoIP) with guaranteed Quality of Service (QoS). A RAN should support as many users as possible in order to maximize operating revenues. Of course the number of users that can be supported with a given QoS is constrained by limits on radio resources such as bandwidth and power. Typically, the more resources a bearer is allocated, the higher QoS it can achieve. In this paper, the authors consider the related issues of preemption and congestion control in Long Term Evolution (LTE) networks. A load-reduction method which can be used for either pre-emption or congestion control is described and evaluated by simulation.
