Health plans historically have focused on the employer-sponsored (group) market to drive revenue and enrollment. Over the last few years, however, many health plans have begun to shift their targeting of large/national accounts segments to mid-market and small-group segments. Yet in the face of relentless health care cost increases - and despite industry consolidation and other mitigation strategies - all of these markets are showing signs of stagnation or decline.
