Public Policy Principles for Promoting Efficient Wireless Innovation and Investment

The Commission should employ a customer-centric approach to broadband policy generally and to policies that address wireless innovation and investment in particular. The proper focus of a pro-consumer policy is on harm to competition. A true pro-consumer approach will lead to policies that rely primarily on competition with an antitrust and consumer protection backstop to deliver innovation and investment.
