Synapse's Equipment Identification Register (EIR) is a standardized node within a GSM network that is responsible for barring stolen or malfunctioning devices. The basic functionality of the EIR is to respond to the network "CheckIMEI" request by looking up the IMEI - International Mobile Equipment Identity device serial number - and responding whether to 'allow', 'monitor' or 'bar' phone service.
