One of the handful of public sector representatives gracing the list, Steve Palmer has a leading role in the London Borough of Hillingdon’s improvement programme to modernise and transform the council. His brief includes responsibility for the council’s IT and communications infrastructure, multi-channel call centre and e-delivery.
Citizen access is a key issue in Hillingdon, which is a multi-cultural borough with areas of significant deprivation despite having Heathrow Airport within its boundaries and high levels of commercial investment.
Palmer’s previous career experience spans 20 years at a senior level in direct service management in local government, including delivering and supporting front line services such as refuse collection, street cleaning, vehicle maintenance and general engineering.
Palmer is a past chairman of local-government IT body Socitm and a founding member and co-sponsor of the European Local Government E-Leaders Forum.
A resident of Essex, Palmer is an ardent supporter of Coca-Cola League One football club Leyton Orient and also enjoys travelling and reading.
