As head of ICT for Sunderland City Council, Tom Baker has sought to bridge the gap between the role of ICT as an internal enabler and something that can be used to further a broader strategic agenda across the city.

In 2011, Sunderland announced it would become a fully Super Connected City and also commenced work on a city-wide cloud-computing strategy with IBM. Under Baker’s guidance, both projects aim to build the platform for innovation across the city.

Outside his role at the council, Baker currently chairs the North East ICT Managers Association and represents the North East on the Local Government CIO Council.

Before joining Sunderland, Baker worked for Atos, gaining exposure to a wide range of clients in both the private sector and government, and later took a post with Mouchel working with its local-government customers.
