Assigning IPs Based on login with DHCP server

I want to be able to assign an IP to a user based on their login ID when they sign in so that they always retain the same IP. I still want to use DHCP as I want to have a pool of unassigned IPs as well. Currently I have it set up with reservations based on MAC addresses, but I'd like to use logins instead. Any help would be appreciated.

Because PC gets IP before user login. Without IP, there is no connection, no connection, user can't login to domain.

At airports and other public places they assign an IP which is a sort of 'holding IP' that doesn't get you any access until you log in. Once you log in it assigns another IP address which gives you access to the system. any idea how that works?

I know windows doesn't have anything built in, and I know I need 3rd party software to even attempt to do this. I want to know what software can accomplish something like this...
