Bandwidth issues with T1

The company I work for just moved to a location off of the military base it was on. Even though I am the companies System Admin I was limited on my duties because I didn't work for the base (run reports, set up e-mail accounts & printers and escalate issues). Well now I've got two NetGear switches (10/100 with everyone running at 100M), a VPN router (ASA 5510) and a Cisco 1841 with 2 T1 interfaces. Our issue is that our bandwidth usage is horrible. One interface is running at between 80-100% and the other has been as high as 35%. The company that is our ISP has recommended going up in bandwidth from 1.5Mbps to what they called "10Mbps Ethernet". He stated that it was fiber based. I'm new to all of this. Can anyone help me understand what this means?
